ご存知のかたも多いと思いますが、InfiniBandのIPoIBのbondingの動作モードはActive-Backupしか現状サポートされていません。
なので、別のモードになっていると、上手くBondingが切り替わりません。
初めはRHEL6.1に対応していないのかと思いましたが、よくよく確認していくと、Bondingの動作モードが原因だったというお話です。
ちなみにBondingの動作モードは下記コマンドで確認できます。
# cat /proc/net/bonding/bond0
